The UMCDR drivers only exist for PS2 programs, and as soon as PS1DRV is started (no matter from what media it is loaded) all PS2 device drivers will DIE, CEASE TO EXIST, and EVAPORATE, because it is impossible for them to remain active while the console is in PS1 mode.
That is because the IOP processor which normally handles all PS2 device drivers is instead used as the main PS1 processor in PS1 mode, and all the IOP RAM normally used for device drivers and other IOP modules will instead be needed for the PS1 game programs.
I also think that the UMCDR driver (and certainly the similar CDDAFS driver of SMS) is dependent on the main PS2 program running on the EE processor as well, so that this device would not survive with full functionality even if it was a normal PS2 program that was launched, instead of PS1DRV.
Summary:
There is no way ever to make any PS2 device driver work in PS1 mode, no matter how you attempt to abuse PS1DRV or other system components. It simply is not possible...!!!
So please stop wasting time on these futile attempts to run PS1 games via PS2 devices.
Like I've said before, doing so will require an emulator that can execute PS1 games while still leaving the console in PS2 mode. And no such emulator is yet released to the public.
