The title of your post ("Getting SNES_EMU - to save states using Ulaunch ELF for PS2") as well as its posting here both seem to be based on a misunderstanding. Once uLaunchELF (aka uLE) has launched another program it is no longer in any way involved with how that program operates. Whether or not that program can handle its save states correctly does not involve uLE in any way. So this is the wrong subforum for your problem.

Snes-Station saves to memory card, so that is correct.

It does take some time to make a save file, obviously, but it should not be very long (say 3-4 seconds). And loading a healthy save file should be even faster.

Ok, but be prepared for much larger files than used for the normal gamesaves of the SNES ingame saving. Those ".srm" files are only 8KB, while savestates can have varying sizes often exceeding 100KB. All save files are added to the "SNES_EMU" folder on the memory card.

I'm not sure. But there could be a number of reasons.
For one thing, I'm not sure when the program closes files associated with a game. Some emulators do this only when the user exits the game back to the rom selection GUI. So you might have better results if you make sure to do this before turning off/reset the console when you finish an emu session. And of course you should make sure to save both SRAM and/or savestate using the ingame emu menu before using that same menu to quit the game. (I forgot a few times myself, losing all game progress of those sessions)
I assume you mean "Free McBoot" aka FMCB.
That version is OK, though the current version is v1.7 .

There are several revisions of that version of Snes-Station, primarily with added support for USB and IDE HDD in separate revisions.
Although both should handle savestates the same way, there seems to be some incompatibility between them, as savestates created by the HDD version can not be loaded by the USB version or vice versa. So while they
should have been identical in regard to savestates, they are in fact mutually incompatible, and probably incompatible to other versions too...
But for me they are both able to save and load savestates, as long as the savestate was created by the same emu revision (not just the same version).
This problem does not apply to the SRAM saves, as they follow a common standard regardless of emu revisions.
I have no idea what 'elf browser' you're talking about here...
The only one I use is uLE, and we still have a long way to go before we reach v4.60, though I suppose you may have meant v4.06, in which case the version you're using is quite obsolete (2 years old minus 5 days). The current uLE version is v4.30 .
