Only by using uLE to launch them from their normal discs. When the main elf is launched it will look for additional files from the disc, which will cause it to fail when launched as a pure elf with no such disc present.

Yes, but CodeBreaker is a completely unrelated application, having nothing in common with the cheat engines you mention. (Except that they're all used for cheats.)
The CodeBreaker elf can launch and work independently of any other content from the CodeBreaker disc, as it has all it needs embedded in the elf, including the initial cheat database.

That is correct.
Other cheat engines than CodeBreaker tend to crash if HDLoader is started after the cheat engine, when HDLoader performs its IOP reset.
The only known way to use ARMax with HDL games is to hack the game ISO so as to make ARMax boot from the same virtual disc that it then launches the game from. There are some threads to this purpose somewhere in the HDD forums. Personally I never even bothered to try that method, as there is no way it would work with most of the games I care about. And even if it did, it would not be worth the effort, considering how simple it is to use CodeBreaker instead, so that is what I do use.
