DVD Video being cropped improperly?

I have NTSC/US V5 with MI v1.54. Everthing works fine. It's just that when I play DVDs with the chip on, the video is cut from the right and the bottom. Or that the video isn't resized properly. I can tell because with my letter boxed movies, the top bar is thicker than the bottom. But when I disable the chip and then I play the same dvd, I get a proper picture.

Does this have something todo with the y-fix? I tried putting y-fix on auto, but I didn't see any difference. I keep it off usually. Oh and I have tried it on two different TVs, and I am using startnard composite cables that come with the console.

What could be the problem?
