Installing games for use with HDLoader can only be done with programs specifically made for that purpose, so regular FTP will not work. The main reason for this is that HDLoader games are not stored as normal files. Instead a separate HDD partition is created for each installed game disc.
Suitable installer programs include the following:
1: HDLoader itself can install games from the PS2 CDVD drive to the PS2 HDD.
(This also applies to HDLoader clones and descendants like HDAdvance and ToxicOS)
2: WinHiip can install ISOs to a PS2 HDD when it is connected to a PC
3: HDL_Dump can install ISOs to a PS2 HDD in the same way as WinHiip, or by sending the data over network, for installation on the PS2 HDD by the hdld_svr elf program.
You need to find out why the connection fails, as a real connection failure should affect all similar connections. The hdld_svr server program uses the same network setup as does uLaunchELF and SMS, so if that setup is wrong then networking will fail in all those programs, not just in one of them. So if you have normal FTP working, this indicates that the HDL_Dump problem lies at the PC end of the connection. Possibly you have configured the HDL_Dump GUI (HDL_Dumb was it ?) incorrectly, or have some firewall active that blocks the traffic. And since you are using Vista (which I don't) you may also need to set up the programs to be run in XP compatibility mode.
Installing other things than HDLoader games in normal file partitions on the PS2 HDD can be done in many different ways, including regular FTP like you mentioned. But the quickest method is to run PS2ClientLoader+ps2client or RadHostClient on the PC, and then use the FileBrowser of uLE to copy stuff from the "host:" device (showing PC shares) to the normal file partitions of your PS2 HDD.
