There is a program supposed to have the capability you need, and I think it is named something like "PS2 PFS Explorer", because it is able to manage files in PFS partitions (normal file partitions as opposed to HDL game partitions) of a PS2 HDD, while that is connected to a PC.
This should allow you to install various elfs, including uLaunchELF (aka: uLE), onto your PS2 HDD. After which you can reconnect it to the PS2 and use the elfs through the elf launching capabilities of ToxicOS.
The only problem with this, and one reason why I don't use the 'PFS Explorer' myself, is that it is famous for corrupting the partitions it is supposed to manage. Some people have still been able to use it for some specific task, but prolonged use supposedly always leads to corruption. So if you only use it the one time, and only for placing files in a single partition, there should be little risk to your HDD content.
So for your case I'd advice you to use it only to install uLE, and then set it up to allow you to use the "host:" device (network driver) to access data from your PC, provided that this is running a compatible HOST protocol client. The most popular clients for such use are 'RadHostClient v1.8a' and 'PS2ClientLoader 1.3.1', which latter also needs a ps2client.exe (a revision made specially for uLE is available in the uLE release thread).
With this HOST setup you can use the uLE FileBrowser to browse your PC shares almost as if they were stored on a PS2 HDD, except that the transfer speed is somewhat slower (only around 1450 KByte/sec). So once you have this working you never have to use the 'PFS Explorer' again, as everything new can be installed over network.
