Yes you must have mode 3 enabled, there's also a great patch available from Fernando, if applied most menu's are in English.
    It's called; Fernando_WE9_English_v4.ppf

may i know how you guys use the Fernando patch on the game?
i burned the jap version onto a dvd already and it works fine. i have on idea how to go about. the ppf file has to be in the dvd right? or it requires some kinda program to install into it?

Use a program called PPF-O-MATIC V3.0 (see attached picture).
1 - start up the program
2 - select game iso (make a backup first if you wanna keep the orig)
    3 - select ppf file "Fernando_WE9_English_v5.ppf"
    4 - click apply

    done

For the patched we9 to work properly, remove al memcards before loading the game. Do not use an old option file. After starting the game you must make a new option file. After that everything works ok.
