When you start it up there is a screen where you can select 50Hz PAL, 60Hz NTSC or 620p.

This is standard, no patch required.

Thanks, I even rebuilt the game without all the PAL movies and it went down to 3.15 GB and works on my NTSC V7 with mode 3 on the SOTC fix HDL, after selecting the 60Hz NTSC option of course.
