If you had the knowledge necessary to reverse-engineer HDL itself, you'd probably be better off writing a replacement from scratch, unless you have a tremendous amount of experience and/or talent at reverse-engineering executable code. The HD Homebrew Project thread has some discussion and pointers to already-existing framework code from just such an effort, so it's not even necessary to start from scratch at this point...
