Sounds like either your ports are not USB2 or the USB->IDE adaptor is not USB2. The only other thing it could be is a device driver issue, have you checked the manafacturer's site for an updated driver?

Nope, I will tomoroow. It's getting late. It is a manhattan one. bought it for £28.00, original price is £38.00 but my dad knows the guy. Will pressing ctrl+alt+delete. then higghlighting winhiip.exe, right clicking set priority to realitime make any difference?

You shouldn't need to change WinHIIP's priority, I never have.
You could try formatting the drive for PC use and copying some large files over to it to see if it is just slow with WinHIIP.

Its fast stable and have nice easy GUI. I like it a lot.
GF whats new updates will the next version of WP have? Is it possible for defrag option? How about able to add/modify partition or something. Dont mind me if these are dumb questions. Noob is me.

OK, I'll have a go on that. GF, can you please make it possible to sned files to current partitions, so i can send elf's etc/!

I fixed it. I used the xp pre installed drivers. I then accidentaly installed the windows 98 drivers which come with the box as a cd. Now I get speeds of 18mbs
