Unless you run mem card exploit (which requires a boot method), or have an original, pressed HDLoader CD, then you won't be able to boot hd loader to run any games.
What part of the country/world do you live in? I am fairly certain you should be able to find someone to mod your console within an hour's drive of where you are.
hey he mentions in the title that he has a retail hdloader. REad up on the xploits dude. The only thing you can do without a swapdisc, modchip or way to network to ps2 is backup and play games from hdd

It is possible to use HDLoader to install various homebrew software, and use these to further install more of such stuff both to MC and non-game HDD partitions. Such stuff includes the memory exploits and other ELFs needed to run a patched HDL without need for the retail HDL disc (thus eliminating the problem of booting HDL via HDL).
