Dunno about doing so over the IDE cable. But the fact that you're using a hard drive for your PS2 implies you have the network adapter. =) If you already have the exploit on there and have uLaunchElf just run PS2net (under misc, i believe) and you can FTP right into it. (Dragging and dropping files no problem)
Or are you needing to get an ELF on a completely fresh hard drive? (ie no uLaunchElf)
