I have a Seagate 160gb, and it is only capable of transfering at ~3mb/sec. I know it's not my computer, because when I use the official PS2 HD it transfer at ~20mb/sec. Is there anything I can do to fix or find the cause of the problem.

... Why can't it go any faster? I use the same method to transfer to both hard drives, and yet the official one transfer ~20mb/sec.
