What exactly could I achieve by doing this? Could I install exploits from there by any chance? Or put the ELF into the HDD's saves folder and then move it onto my memory card?

by using WinHIIP you can transfer your games to and from the computer and hdd.
Could I install exploits from there by any chance? - Yes.
You can create an image of all your apps using PS2CDGEN (sp?) and place on the HD with Winhiip. That's what I used to install my memcard exploit, but then I have an original HD Loader disc to access the HD.
if you try to install exploit through hdloader there will be a cdvd.irx error

Combine all your apps and .irx files into an ISO using PS2CDGEN, then use Winhiip to place the image on the drive. Using HDLoader, load the 'apps' file or whatever you named it. Now, if you used Execftps for your 'boot.elf', execftps will load, and you can now FTP from your PC to your memory card. Worked for me, can work for you too.
