Sony has started putting better modchip protection in their HDD software since PSBBN 0.30 was patched. 0.31 made the patch not usable anymore, and HDD Utility Disc 1.10 was released in North America a while later, with similar protections. You would probably need to track down a version 1.00 HDD Utility Disc to have any hope of patching it to work on a foreign system and that disc has been out of print in Japan for about as long as PSBBN has been out, and was only released in North America to PS2 FFXI beta testers.
