Is it possible to burn a PS1 game formatted as PS2?

Then it would be possible to install it on HDD?

no...
ps1 code is totally different than ps2 code. THe *only* way that you could play ps1 games off the hdd was if some were to write a ps1 emulator for the ps2. And, honestly, I don't think the ps2 is anywhere near powerful enough to pull that off, with software emulation.

i thought the ps2 ran ps1 games by emulating the ps1?

Yeah, but that is hardwarewise... but I remember there was homebrew for PS1 too... Yaroozie? was it?
