The only 2 ways I can think of in your situation.

You can try to use that to move the uLE.ELF as 'boot.elf' to your __boot-partition. If this really succeeds and doesn't destroy either your MBR or partition, then you could start uLE and in this case I would use it to install a proper DEV.1-Install, or simply install the FMCB-Nooby-Install-Package, which is fully compatible to the DEV.1-Standard and installs uLE as BOOT.ELF to mc?:/BOOT/ .
2. Another way would be to let someone copy the file to the right folder for you, or let someone install FMCB for you.
