You need a Matrix Infinity or DMS modchip that does PAL to NTSC conversion, or use the generic ADR patcher with Y-Fix and keep trying till it is centered. Or, an expensive PAL to NTSC box. There is no easy way to play PAL games on an NTSC TV unless the TV somehow supports PAL, and unfortunately not many do.

NTSC TV's don't use RGB S-Cart..I don't know where in the hell you would plug it in. Your TV probably doesn't support PAL, most don't in the USA.

Just use the ADR patcher with y fix beta. I forget where to get it but if you dump with WinHIIP its not a big deal. Just experiment till you get the Y fix positioning right so the screen is centered. There is no need to buy expensive cables or hardware really.
