Well that's not true. I have a pretty old swap chip, neo2, that opens up the tray when I hold reset when I turn on the system and let go at a later point. When the tray comes out using this method, the ps2 simply doesn't register it as an eject, so it's pretty much like using a fliptop or knife/card trick. I can use this method to install backups using hdloader just fine. I have to press eject(still holding onto reset) after i go to install and put in my dmc2 original. Then i wait around 15 secs and let go of reset and swap in my backup when the tray comes out. The installation just continues like it would with an original and all my backups install fine.
