I'm not sure I understand your question. This depends on what you meant by the word "games" here. It could mean either HDLoader-installed games or emulation ROM games.

Emulation ROM games can be stored in any normal file partition, such as you can access from the uLE FileBrowser.
I am not aware of any other use, but I'm also not sure if files/folders stored there are safe from interference by HDLoader/WinHiip or other HDL installer software. It would be sad if one of those just erased your ROM collection...

Another standard partition that should be safe for free use is "__common" (if you have it). This is intended for use with the Sony browser extensions, but since few of us use those it is completely free for whatever we please. I use this area myself mainly for gamesave backups (rather similar to what the Sony browser would do, though in different forms). But in my 'SNES station' listing that partition does not show up, so perhaps they filtered it out.
Yet another partition you can use is "__boot", and this one does show up in my own 'SNES station' listings, so it should definitely work.
The smallest data unit which can be allocated to any partition is 128MB, so the physical storage space of all partitions must always be a multiple of 128MB.
(using 128mb partition for files less than 50kb is a total waste if you ask me)

The PFS filesystem standard defines three basic partition types, two of which are identified by a mandatory prefix. 'System' partitions like "__mbr", "__boot" etc are identified by the double underscore prefix "__". 'User' partitions like "+mp3", "+ScummVM" etc are identified by the plus sign prefix. Only 'Application' partitions, such as "HDLoader Settings" and "ToxicOS ELF Storage" etc have prefix-free names.
Since all partitions created by the uLE HddManager are 'User' type partitions, they must all have the mandatory plus sign prefix.
