PS2OS. Make a partition and move all elfs onto it.
    NTSC v10 PS2 with Matrix Infinity v 1.5
    Dev1 Boot=ExecFTP
    Dev2 Boot=LaunchELF

no dont use ps2os unless you want a big headache and frustration enough to smash your controller against the wall. i recommend making partition using hdd tool then using ftp to move all your elfs to hdd partition.

whatever you named that partition that will be the key in this command in flashfxp:
SITE MNT /pfs/0/ hdd:+"NAME" where NAME is your partition name. then you can access the hdd through pfs.

    YOU DON'T (e-cuse me)
Forget about ps2os; grab the latest version of luanchkey.
If you run games on ps2 hard drive then use this folder located in HDD Module "HDLoader Setting"

use FileBrowser, the new luanchELF function

for me i created a folder inside that folder and stored my ELFs
this is what it looks like
    Path: hdd0:/HDLoader Setting/PS2 APP/
    ..
    HDA2.0.ELF
    HDLOADER.ELF
    SNES_STATION.ELF
no extra ELF needed for this method. you're basically using what you already have. no extra partition to eat up your space either.

Dont know if you tryed it yet or not.. But ya go with LaunchElF.. Theres a new version floating around on the forums here (Version 3.4).. That program is the easyest way to transfer elfs from a memory card, Pendrive and CD.. Plus PS2-Menu is pretty good to.. But it doesnt have USB support yet..
