I've looked around (and tried searching) and it doesn't seem like HDL_DUMP or any other utilities will allow me to directly copy ALL of one HD to another HD.

The reason I want to do this is because I currently have a 40GB drive in my PS2 and I want to upgrade to a 65GB HD.

    Can anybody help me out?

hdl_dump can do it. RTFM. Even hdl_dumb could do it if you use the proper syntax (like putting 'hdd2:Blah Blah' or '192.168.x.x:Blah Blah') instead of ISO file location.
