Reason being I want to launch the program after using a cheat device so I can play games from the hard drive with cheats. Will it mess up partitions or try to turn my ToxicOS partitions into HDLoader ones?

ToxicOS already has a cheat feature.
If you still need to use HDL for some reason, just make sure it's only 28bits compatible, NOT patched to 48 bits!
With a 28bit HDL you won't have any problems whatsoever but you'll be limited to installing stuffs within the first 128Gb of the HDD.
If you do use a 48bits HDL on ToxicOS, say bye bye to your games.

I realize ToxicOS has a cheat feature, but I don't want to put in all those codes.

My drive is patched to 48 bits. BUT I will not be installing games when using HDL8..I'll only be playing them. No installing or removing from HDL8. Will it still corrupt my partition tables and destroy my games?

If it's risky I'll just boot backups on media instead.

no risks whatsoever with a 28bit HDL.
    I wouldn't try my luck with a 48bits HDL even if i don't install/extract stuffs.
