I just need to know whether these programs offer an option to launch a game in a forced video mode (NTSC or PAL) or whether I still need to patch a game that is in a mode that is incompatible with my TV set.

HDTV's play both modes, right? I just have an SDTV now

It's easy on modded Xbox, you can always select PAL or NTSC for every game no matter what it is, I hope PS2 is that easy too once I get HDD set up!

On PS2 and HDLoader every game starts with his own video mode.
Pal games starts in pal video mode and ntsc games in ntsc video mode.
You can't select the video mode in HDLoader or the PS2 system menu.
