HDD Won't Spin up (no fuse blown) –

Hi! Here is what happened to my HDD and v7 ps2. First the HDD was worked on my v7 without any problem (I use HD Loader). About two months ago, I accident drop down my ps2 from table (playing games, ps2 on). Then the HDD won't spin up. I checked all fuses and it was the PS9 fuse (5V Supply for HDD) blown. So I replaced the PS9 fuse and the HDD work again.
But unfortunately, recently I accident drop down my ps2 again! This time the ps2 is OFF (red light is ON). Then the HDD won't spin again. So then I checked all fuses and found out that the same fuse blown (PS9). Then I replaced the PS9 fuse. But the HDD won't spin after PS9 fuse got replaced! I checked all fuses and all are OK. The Network Adapter & HDD are WORK on my friend ps2 so the problem must be on my v7 mainboard. I also tried to replaced the power supply board and no luck. Any idea what's wrong? Thanks.
