Correct, since you have an Asian system. SCEJ's HDD discs (HDD Utility Disc and PSBBN) are coded to only run on Japanese systems (meaning NTSC J systems with model numbers ending in 0). They will not boot on Asian systems, probably to try to keep them out of the hands of the people in other Asian countries that tend to help piracy. Some Asian games have HDD support intact, but as far as I know, there are no official discs released to make an HDD officially usable with that software. Ironically, there seems to be an Asian PS2 version of FFXI, yet no way to actually play FFXI on an Asian PS2, since you can't install the software required to make it appear to boot it.
