sure it can be, the updates are on either the memory card, like in the case of the DVD Player v2 that installs of the cd that comes with the sony dvd remote, or utilties disc for SCPH-10000, or in this case, to the HDD, the new browser installed goes with the HDD and works on any other same region ps2 you happen to stick it in, done this, found out accidently. The new bios adds an upgraded browser that now will see the hdd and show it, as well as what's on it, new functions are "X" on icon does nothing, "/\" on the icon and get a new more function options menu with copy/delete and such. worthless, dont need it, and if you ditch the original Sony HDD, without all that, or just somehow DELETE all the stuff that the HDD utilities disc installed on the orginal sony hdd, for you, your conflict should vanish, and if you use any other than sony hdd, same, your chip will only add the ability to rip backups to the hdd instead of originals only, as long as you boot the loader from a ps2 disc, not from an exploit in psx mode of the chip. Done this on version 8 with magic 3.1, non-sony hdd, proven.
