What are the current draw ratings for the 12v and 5v rails for your 750GB HDD and that old 40GB HDD?

Maybe something's wrong with the new NA, and the HDD isn't getting enough power to spin up (Properly).

(Or something's wrong with your old NA, and the disk somehow gets enough juice to spin up and run )
    thats what i would think

    the 750GB (Seagate ST3750640A) says +5v 0.72A, +12v 0.52A, and the 40GB (Maxtor 6E040L0) says +5v 647mA, +12v 790mA

It sounds like you may have a defective NA. I had one years ago....

Take the metal shield, off and check that all the solder points are good.

no all newer ata interfaces are backwards compatible thay just slow down to what the interface is

    Hey, no problem.
Since DJ had already posted what I would have said, so I thought that I wouldn't need to post.

Anyways, it seems like your 750GB disk only needed a bit more power for 5v than your 40GB disk (So it's probably a defective NA).

    My Seagate 80GB ATA-100 disk (ST3802110A) uses 5V @ 0.46A, and 12V @ 0.56A, and 2.80A at spin-up (Similar to your ST3750640A disk).
