If you choose to reformat the drive, and are having trouble getting it to reformat, I had the same problem and this is how I solved it.
Note: Before going any further, if you had data on the drive you want to keep, STOP! Following this will completely erase the hdd.
Note 2: Sorry if this seems like I'm baby-stepping thru this. I want to write this so ANYONE can follow if they have a problem.
1) Hook the hdd back up to your computer, either via a usb-to-ide cable like I did, or directly to one of your internal IDE connectors. Just make sure to set the Master/Slave jumper to the appropriate one.
Note: If you are using internal IDE, make sure to connect it while the system's powered off.
2) In Windows XP, make sure you have administrator privleges, and then click the Start button, Run, and type in "compmgmt.msc" without quotes. This will open up the Computer Management screen. On the left side, you'll see "Disk Management". Click that, and it'll show all your disks and partitions on the right side.
3) Now that we're in Disk management, you should see your Maxtor 40GB drive listed. Here's a screenshot of my 40GB PS2 drive. Mine's currently "Disk 2" (on yours it might be labeled differently). Don't worry if it says it's Unknown or Unallocated. It's just that Windows doesn't have a clue about what the PS2's File system looks like.

Note: Please make sure you're selecting the correct drive. If not, you'll probably erase your Windows drive, and all your data on it.
4) Now for the semi-destructive part. We're gonna reformat the PS2 drive into something Windows can see. Right click on the area that says the "Disk 2", and select "Initialize Disk". A window should pop up, click the ok button. What you want to do is have the computer reformat the drive to either NTFS or FAT32 (preferably NTFS) file system. Make sure not to do a quick format, as you want to overwrite everything on the disk. It might take a little bit, but let it do it's job. After it's done, you should end up with a drive that windows can read/write to.
5) Now open up WinHIIP, click the "Select Drive" button, and select the drive you just formatted. Disregard the warning that the hdd doesn't have a valid PS2 boot record and click OK. Now click the "Format Drive" button. This'll pop up a window asking about what size you want the partitions to be. Me personally, I just choose 0 for all of them, to get more room for games, and make data partitions with uLaunchELF as I'd require them. On the right side, choose Erase mode:Full, and if you don't have the ToxicOS, choose HDLoader 28bit if you have an under 128GB drive, and I think there
s a HDLoader 48bit for those drives over 128GB (not sure since I haven't messed with one yet). Then click OK, and follow what WinHIIP says to format the drive.
After that's all over, you should now have a PS2 drive that WinHIIP recognises, and you should be able to install games to it.

Note: If anyone reading this sees that I've screwed up somehow, Please say so. I'm by no means an expert, as I'm still learning all this stuff too. If there's an easier way, I know I'd be glad to hear it.
