Generic game resizing software? –

ok ... the vodka is starting to kick in, so please pardon errors in my post.
now don't get excited. i don't have any such software ... just ideas on what the software COULD do.
in the "generic resizing" thread, users basically just repacks ISOs manually to reduce the amount of blank space in the image. this method saves space on the hard drive allowing users to install more games.
now here's my question ...
how about a piece of software that will automate the resizing process?
the software would/could do the following:
1) generate an ISO that has a new table of contents (TOC) generated to remove blank spaces on the disc (basically methods used in the "Generic Game Resizing Thread" thread).
2) allow the user to select original dummy files and have them replaced by zero length (OR user selected size) files
3) the source would be a set of files either in the DVD/CD drive or HDD (a person would use Daemon Tools if they wanted to use an ISO as the source)
4) create a reduced size ISO file to the HDD
5) anything else?
i'm not familiar enough with the ISO format to code somthing like this (the learning curve is pretty steep). but i'd rather put this idea out to the gurus that are out there.
