no you can't
use ps2menu. its the most stable as of right now. either that or wait for one of the new 'os' and file managers to come out.
To answer both aspects of the original question:
Yes, you can use DMS Explorer without a DMS chip.
No, the DMS EXplorer can only launch ELFs from memory card.
For launching stuff from HDD you need other tools (I prefer LaunchELF).

Using DMS Explorer you can boot various ELFs from the MC, this much is true.
Unfortunately the way that DMS Explorer installs stuff, including itself, to the MC
is bugged, causing lots of 'Corrupt Data' icons to appear when you study that MC
in the normal PS2 browser. A patch to fix that exists, and has been posted on this
site too, though I forget exactly where. You'll just have to search for it...
Personally I prefer to use LaunchELF anyway, as it can also launch stuff on HDD.
And the tool I've used most to place ELFs on my MCs and HDD is ExecFTPs 0.68 .
It still has some bugs and limitations (young software always does), but it does
get the work done. Like me you'll probably need to burn an MC installer disk of
some kind to get started, and booting that should be no problem for any chipped
PS2. You just need to read some of the (many) tutorials available on how to make
that disk (or just download a suitable ISO if you find one you like).

I have tried the DMS-HDD-Explorer application, and that will not boot for me, so I assume you need the dms3 chip. Are you sure you cna use the regular DMS-Explorer without a dms3 chip?
tOn the DMS Hdd explorer application is designed for the DMS chip, I tried this on my hdd when I first got the PS2 done, when it goes to format the hd it crashes which I am assuming is what you get. so I am glad for the creation of other software like hdloader.
