Complete format hdd?

hi, is anyone knowN how to do a completely Format HDD . ??? Becasue i just bought a Seagate 80 Gb (Used) and when i format it with (HDL OR HDA OR DMS FORMAT..) just only give me 78GB (Total) and 76Gb (free)!!!!!!! so i i don't know where the hell is another 4 Gb gone?
any idear?
