The logo / license "aka as the first 12 sectors" is currupt on my unmodified image anyway checked the hash at redump.org and it doesn't match either

It seems you've used the wrong extraction-method and used PAL (while it is an NTSC-Image), or vice versa.
I extracted myself using winhex and converted it using misfire's app, it loads without red screening in pcsx2
Here's how it looks viewed as NTSC
I have a valid PAL.RAW from another disc but I don't know of anyway to to encrypt it back intto a PAL.enc, I suppose i'll just have copy / paste the sectors from a valid disc.
Another PCSX2 oddity is that it shows Japanese for the D-Pad and X,O,Square,Triangle text at the Basic Operations screen whilst in KERMIT it displays as English.

I think this is to do with PCSX2s BIOS detection. It detects all newer NTSC BIOS revisions as NTSC-J, which changes a few minor things, for example reversing the function of the X and O buttons in the Browser. It's highly likely that any utility that is affected by the reported BIOS region will show similar behaviour.
It's more related with the fact that all newer bios versions are GENERIC and what defines the console region is an authentication it does with the MECHANICS CONTROLLER during boot...![]()
