Is there anyway of telling that you have a correct version of the neocd.bin other than it is supposed to be 512kb? Mine is 524kb
Does it matter if the file is spelled with some capital letters or something, like neocd.bin, NeoCD.bin, Neocd.bin, etc.....

if you have it bigger than 512Kb, there's something wrong with your dump !
note that you can still try it, but don't come back then here saying that it doesn't work well... !! correct bios is 512kb big and his checksum is equal to 0xDF9DE490, and must be named neocd.bin.
I don't know what else I can give you about it...
if you are really not sure about it, you can still test it with the Neocd/SDL PC version ?

neocd must be a .bin file only or a .bin file named neocd.bin

Look in the usage section of the neocd readme, everything is explained.
(neocd.psx-scene.com, if you don't have it)
But about your question, yes & yes, the bios is a binary file that must be called neocd.bin
