Lets pretend I have a modded PS2 and PC linked together with a router. Will I be able to run PS2 games that way?

if u want to run them on ur pc....best bet is to get Intervideo Tv Viewing thing...

Then just plug the composite out of ur ps2 in to ur gfx cards composite in...then play...

If i want to use ur comp as a HDD...then no way..unless u can design a transparent piece of hardware in stead of the network adapter that redirects all signals to the HDD to ur app on the comp...
