If you follow the suggestion of the other poster and run paradox region changer (well that program is crap, only boots on PAL consoles may not even start on a DEV unit like yours) or the other one with a bad to read font which look like a 80's LCD calculator, you deserve to be shoot.
To run a DVDR on a TEST (Debugstation) you just need to patch it as master disc. (Find Loser's Master Disc Patcher) But hey, you should know that already >.>
My bad I didn't realize you meant it did boot but did not play.
If the original is detecting something wrong and refuses to play, putting it on a TEST unit won't make it work. You can't change the region of a PS2 console. What Paradox Region Changer does is change the Serial number and Firewire MAC ADDRESS strings on the EEPROM. I would say you won't want to ruin your TEST PS2 messing around with the EEPROM and there's a real risk of ruining it since it's different from a retail console.
Changing the Serial number could allow pirates to play cross region DNAS protected games but that is it.
I believe one thing games might do to check a console region is read the ROMVER file (contains the console ROM version header)
For example my 10k has the following ROMVER: 0100JC20000117
