Mem card exploit questions

Well I was talking to my friend and he has the exploit where you load it onto your memory card from a cd-r, but you need a gameshark (or swap magic) to load the cd-r of course. I don't have a gameshark or pro action replay.. but would the newest version out work?

do you know a cheap way to do so, cause gameshark / pro action replay seems to be the best way to go.. (don't want to do flip top, swap magic)
