So you were successful in starting the installer, you've choosen either 'Normal-Install' or 'Multi-Install' and it gave you a 'successfull'-message in the end?

How are you trying to start FMCB?
Normally, you simply plug your FMCB'ed MC in one of both MC-Slots and it will boot-up on PS2-PowerOn/Reset.
Does the FMCB-Logo come/show up, when you start/PowerOn/Reset your PS2?
That is normal if you didn't configure 'uLE' before.
If it helps there is a message in one of the top lines of the launchelf screen saying something to the effect "failed to load launchelf.cnf"
It only indicates that no uLE-Config is present/found and that uLE is using it's internal/default settings.
What's the culprit of your problem?
Also, despite all my searching (and I have done a lot of it but evidently not very well) I still have no real idea how to use FMCB to actually launch a homebrew application.
Actually, if you would have used the Nooby-Package, you would have all what you need.
Normally, those ELFs/Apps, are also linked to the OSDSYS (the 'PS2-Main-Menu', where 'Browser' and 'Systemconfiguration' is shown).
With uLEs filebrowser, you can 'browse' to a directory on any supported device and execute an ELF from there.
Then you do not need to install FMCB (but it would give you some nice side-effects, which you probably do not think of, yet...).
The only thing I have an interest in running is DumpBiosUSB (I have it written to a CD-R) because I'm trying to extract my PS2s BIOS to use in PSCX2.
Since you are able to start uLE, you are able to start allmost all Homebrew-Software from allmost any device (including, but not limited to: Filemanagers, Emulators, Mediaplayers, 'Game-loaders',...).
