If you want to burn CD games, 16x is perfect!

People constantly misinterpret what effect slower or faster writing speeds will cause.
You need to remember that burning a CD/DVD really is a photographic process, with the energy of the laser beam affecting the photosensitive material in the programmable layer(s) of the disc. And since it is a photographic process some of the effects of incorrect writing speed correspond to the effects of incorrect exposure in normal photography.
Most people realize that writing too fast may not allow the photosensitive layer(s) to be sufficiently affected, which corresponds to photographic under-exposure (pictures where details drown in darkness).
But many fail to realize that writing too slow may affect the photosensitive layer(s) too much, which corresponds to photographic over-exposure (pictures where details drown in brightness).
Although these are not pictures but bit streams, both over- and under-exposure will have the same effect of making it harder to discern the details, which here means that bit errors will be plentiful.
So it is wrong to always strive for the slowest possible speed. What you should strive for is to use a speed suitable for the disc used. And of course you should always use high quality media.

You can burn these PS1 games and PS2 CD games at 12-16x speed. I have done it
But just follow the rest of the settings for PS1 games in the guide and you should be fine.
You are thinking about burning DVD ISO games which again depends upon your Discs and burner.
PowerISO is for ISO, not for CD image and personally I just don't like it for PS2 games.
