A lot of people use Dvddecrypter (freeware) from www.dvddecrypter.com to backup their Ps2 DVD games. It makes way more exact copies of ps2 games than most other burners (tho' u should be able to use Nero 5,6, alcohol 120%, Discjuggler 4 .... ).
If u are making ps2 CD backups u need burn using Raw/dao (if possible).
Burnin' at slower speeds tend to make better backups (on both cd-r and dvd+-r).
Sometimes media is an issue, so try a different brand i u still cant boot.
Try using cd-loader instead of cogswap-loader, some games need cd-loader to boot (u can do cogswap with cd-loader too).
When backups boot a little (or freeze/black screen), but not all the way, its usually because the toc disc is smaller than the backup.
So use a really big DVD game like Devil may cry or FFX as toc disc on DVD backups.
To play DVD-rips (cd-r)u pretty much need the Breaker Pro v1.1 disc or the HDAvance-cd. Both are close to 1GB in size ... and they are the only ones larger than 632mb.
All DVD-rips are pretty much above the 632mb, so without Breaker Pro/HDAvance u can boot like 5-10% dvd-rips.
Using the Cd-loader and BreakerPro/HDAvance-cd combo u can pretty much boot 99.9% of all dvd-rips backups. (Ive only had 2 fail on me... and they were probably bad anyways).
