It gives you the instructions and the tools to create a modified pup that (in-conjuction with a ps3 app - lv1dumper) will give you read/write access to lvl1/lv2 (peek and poke).

Back up managers can then use this to implement the required syscalls

Basically very soon you'll see a custom firmware with peek/poke and a backup manager that works

as I understand it, the tools allow others to modify l1/l2 without bricking your console, these could be used by dev's to allow peek poke, which will in-turn allow BM's to work

Exactly right. Just because these tools on their own can't swing a cat - doesn't mean a cat can't be swung.
