It's inside the "EclipseUpdater.zip" file.
There are both, "EclipseDowngrader.exe" and "EclipseUpdaterV1.3.exe" (also the readme)
But the attached file on the topic has both as well =)

Hi can i ask why do we have to use a Modified 3.41 PUP, if that takes away blu-ray movies why not just use a sony non-Modified 3.41 PUP ?

there has to be a reason why we use a Modified 3.41 PUP .
I just don't know the reason and would like to know.
