When you compile your own software (can take a long time in some cases) you end up with a .self file which you then need to package up (takes a couple seconds) to install onto the PS3. This program lets you cut out those valuable few seconds and run the .self file directly.

Sarcasm aside, it's actually a useful process but I still think PS3Load does it better as you simply "make run" on your PC and it automatically runs on the PS3 once compiled.
