I'm not sure about that, but it might work.
I do know that you can make a backup of your Vita on your PC using openCMA and then restore it on a new memory card.

MAKE SURE you get openCMA, that way you don't have to connect to the internet (that way Sony can't see what your doing)

The only way I can think of is to download it on the PS3. Leave it there until you get your new Vita and transfer it from the PS3. Once Sony removes the game from PSN you will not be able to download it on the PS3 or the Vita.

You can do that but but you will still need to activate the new Vita. Transfer the game to your PC with openCMA NOW. You might be lucky and you can still access psn but if not you can download a different game to a ps3 and transfer it to the Vita and it will activate everything on the Vita.
openCMA cannot activate content on the Vita, it can only transfer data. And the ps3 can only activate the Vita if it's connected to PSN.

Hi guys, I downloaded UNO from the store but have run into a problem which I think might be caused by rogero 4.30cfw. When I try to connect the vita to transfer the game, I get the error message 'quit all software you are running on the ps3'. No software is running and there is no disc in the drive. Both the ps3 and vita are on the same account and both connected to the internet. vita on latest firmware. Googled around and see no solution. Hoping someone reads this and can help me out.

(After some googling) It might be a problem with 4.30 CFW's, try going to Rebug 4.21.1 REX, go down to 3.55 then up to 4.21.1 to be safe. I used that firmware last night with no problems.
Also try connecting to open CMA on your PC then pull out the usb cable without closing CMA on the Vita, shut down the ps3 and restart it and as soon as it gets to the xmb plug the Vita's usb in without closing the Vita's CMA.
You'll get a disconnected from pc prompt, just press yes and then select connect to ps3.
