CFW by all means permits homebrew and backups while the ODE only permits backups which is why developers probably have no interest in the devices.
In theory with a hardware flasher you could switch between OFW+ODE and CFW+ODE, but that would probably only be done by a handful of people.
The purpose of the ODE is to boot backups with 100% compatibility while retaining the use of an unmodified OFW.
There is a gigantic market for piracy and obtaining or downgrading PS3's for new adopters is not something that is very common which you can see reflected by the lack of growth in the scene. Most CFW users have been around since Jailbreaks and 3.55 CFW were realized and are dead set on using CFW as it does have it's advantages and of course it's disadvantages. New CFW users are a dime a dozen.
So to sum it up if you want to be able to easily copy and play pirated games on PSN with 100% compatibility with OFW then get an ODE. Also, once an ODE is installed there is really no way to brick your console and it's very easy to use opening up a very large market for installers (sceners who buy ODE's to install for people who aren't smart enough or don't want to learn how to do it themselves - and this is a pretty big market).
If you want to use CFW expect less compatibility, chances of bricks (which happen a lot), but the advantage of being able to boot homebrew and most backups. However, it is more cumbersome and suited for sceners and are not easily resellable and maintained by/for your customers as your customers happen to not understand how to use CFW.
as someone that knows how to obtain the keys in question i don't see any option those keys to be obtained on OFW or on console that cannot be downgraded to 3.55CFW - in fact that seems to me as equal to the task of fining way of downgrading PS3 units manufactured in the last 2 years, which if done would again make ODE pointless.
They will just make basic BR checks and flag for ban like Microsoft does.
They CAN know if you're using a drive emulator or the real thing.
Also, I'm pretty sure you'll need to be on CFW to run this, and Sony knows if you're on CFW or OFW.
So the whole "not gonna be banned" thingy is falling apart.
Not mentioning that you'll probably need to patch your games like Xbox games to make it look like a perfect copy and avoid detection.

regarding banning, there are no credible cases of people being banned on xbox because of the xkey in it's 2 years of existence. the reason is that it's much harder to detect an ODE than detecting custom firmware. i'm not saying it's "impossible" to detect, but that they probably won't detect it. why do i think it's "much harder to detect"? because all sony can do is look at the timing of the data that is coming from the optical drive bus and "guess" if the timing looks like an optical drive, or not. i don't think sony will get into the guessing game when it comes to banning people.
yes worrying about $100 to buy an ODE for a game system that you spend $50+ per game is penny pinching (for me). so the ODE costs 2 games, big whip-- i'll take it for the simplicity, engineering elegance, and peace of mind. but i am an adult with a good paying full time job.
the ODE isn't for everyone, but it's for me. i suspect there are others like me. so anyone saying the ODE is useless just proves they're close-minded.
Will it allow me to play homebrew?
Will Showtime still work?
Will my emulators still work?
The answer is simply no. CFW, is far better than OBE because you can do a lot more with it. OBE will be for a minority while CFW for the majority, not because of the money involved. I am not a penny pincher because I don't want it you have to be pretty closed minded to think that.
