I highly doubt it will be able to play *any* retail game in (reasonably) near future. But for testing and/or debugging, it might be quite handy at some time (especially in places where you have no access to the real hardware). Unfortunately, not even the simplest of my apps runs properly on it now.

unless we will have diamond (or graphene or something) based CPU's with frequencies in excess of 10 GHz emulated ps3 games on PC is not gonna happen. Its a very fundamental problem. To emulate 1 Cell instruction you first have to convert it to an x86 instruction - right there is 2fold increase in workload so for a 3.2GHz Cell you will need atleast 6.4GHz to emulate in real time. This is the most basic descrition of the problem, but there are other fun stuff like the way EmotionEngine in PS2 did float number arithmetics was not the same as in standart x86 CPU. EE(x*y) != x86(x*y). So in reality this factor is more like 10 - see PCSX2.0 and ePSXe emulators min specs (3+ghz dual core to emulate ps2's 333MHz EE).
so ps3 game realtime emulator is impossible on silicon based x86 cpus.
Graphics is easy it has no return data, you just convert ps3 graphics instructions into DirectX commands and you see pretty pictures .. Cell code stream not so.
non-realtime emulation for homebrew - no problem, realtime games - pretty much physically impossible.

You guys might be able to expect a ps3 emulator by 2020, if some seriously smart people get working on it right now. You won't be able to do much with it, because if it does run any games by them without serious issues, it'll be so slow that you'd probably give up trying before getting past the intro, but hey! It'd still be pretty damn impressive if it could make it that far.
then let's get a n64 emu running on the ps3 while we wait :D
