Sorry if you don't know how to download and install WinRar, then I think you will just fail at using the software. Beside what will you be using it for?

So more XMB debug options that aren't particularly useful but still no support for installing non retail PKGs and/or running unsigned code? yay... lol ok sarcasm off now it seriously is great seeing how quickly things have begun progressing since FailOverflow's recent work but so far none of it has actually accomplished anything that advances homebrew on PS3. The future is looking bright though

Is it located at PS3\UPDATE\ on your USB storage device? I don't think it recognizes it if the file is at the root directory so that might be your problem... It installed fine for me.

I have a North American PS3 but as far as I know there shouldn't be any reason for region to matter.
