Nice to see progress been done to official firmware via custom firmware. That is my 2 cents.

I still have the question: Why can it not be installed over 4.00 OFW if this is a real 4.00 firmware?

Because We do not have access/there has been no exploit package released that gives us access to the higher level of commands that are required to install custom firmware on console that have 4.00 OFW installed, all the previous exploits have been patched. I think anyway :P
