Yeah PS scene has mostly been about $$$. Remember when PSx chips were over $100?? $100 for an 89c chip!!!
In the case of the PS2, the chip cost is a little more, like probably close to $10 ea, and they make less profit, but sell many more chips.

The first man makes the chips & sells them for $$$$. The chipper then fits them & charges $$$$. The PS2 owner gets one to save $$$$.
Unless of course there is a registered charity somewhere in the chain!
Everyone makes money off chips...I agree. I really think that the idea of a 14 wire mod is worthwhile. I currently have a Magic 3.1 which I was unable to install on my own and once I got someone to install for me I was very fed up with. I like the idea of a DIY install chip.
