well these arent what you asked for but they are the way to get the character dunno if all of em. This was taking from GameFaqs and i dont wantto take alot of credit.
QUICK AND EASY WAY TO GET MOST CHARACTERS

Unlock Everybody but Hanabi and 4th Hokage
At the main menu do the following:

1. Hold R1+R2 then press Square, Triangle, Square, Triangle
2. Hold L1+L2 then press right, up, right, up
3. Press L3+R3 at the same time.

You will hear a sound to confirm code entry. This will unlock everybody but Hyuuga Hanabi and Yondaime (4th Hokage).

to get the other character "Hanabi hyuuga" you must date her as the list says. to do this you must complete the rpg mode. Which is gonna be some bitch if you dun read japanese or even understand it.

If you can find hanabi then heres what you need to do to date her

The steps for completing a date scene fully are:
1) Go to the merchant and buy his wares. These are what you'll use as presents
(bribes?) to get a date. There's two of each type of item, buy both.
2) Talk to a character and they will ask for an item. If you have it, give it to
them.
3) The character will then appear in another part of Konoha, and you talk to
them to initiate the date.
4) Repeat 2) and 3) for the second date with the second item.

- The areas have set patterns, so if Hanabi isn't there, go to a different area
then go back.
- Items don't run out, so don't worry about giving them away.
- Hanabi tends to hang out at a roof in the southern part of central Konoha,
where Hiashi usually stands.

The item that Hanabi wants is the perfume, in the merchant's list as ??. She is
the most rare character to find, so you may have to exit and re-enter a few
times before she appears there.

When you've dated Hanabi both times, she'll be unlocked as a character."

well, i dont have time and i dont know japanese. i only have the dongle-free armax so i dont know how to put savefile into memcard with just ARmax cd.

MAX Memory Manager then copy the .MAX file from your USB Pen Stick to your MC then uncrush the file and you are done.
